A routine traffic stop turned violent in Rochester

ROCHESTER, N.Y. — A routine traffic stop turned violent in Rochester last night, leading to the arrest of a 23-year-old man.

Rochester Police pulled over a vehicle in the 300 block of Avenue B around 6:00 PM for traffic violations. Officers discovered the driver, Kareem Franklin, was operating without a valid license. According to police, Franklin became combative, spat on the officer, and struck the officer in the face, prompting police to use force to take him into custody.

According to a Rochester police official, the maneuver seen in the video is referred to as a “three-point landing,” a trained control technique in which an individual is brought to the ground at approximately a 45-degree angle across the back.

During the investigation, officers recovered approximately 30 grams of suspected cocaine and fentanyl. Franklin refused medical care and was booked into the Monroe County Jail. He now faces multiple charges, including drug possession, resisting arrest, and harassment. As is standard with any use of force, a supervisory review is underway.
